Received a message from Lomonosov in Berlin about Kopp's intention
to realize 100 million rubles on September 24 through a dubious intermediary under conditions that exclude the possibility of placing a locomotive order in Germany. Attaching the greatest importance to the placement of the locomotive order in Germany, and having grounds to distrust the environment surrounding Kopp, I insist on postponing this deal and informing me of its terms. Furthermore, it is clear to all of us here that without the participation of British financial circles, any major deal in Germany will inevitably end in failure. I await your immediate response.

A. M. Lezhava — a party member since 1904. In 1918-1920 — Chairman of Centrosouz. At this time — Deputy People's Commissar for Foreign Trade.
L. D. Trotsky (Bronstein) — a member of the RSDLP since 1897, a Menshevik from the Second Party Congress. During the period of reaction and the new revolutionary upsurge, he stood on the positions of the liquidators.
In 1912, he was an organizer of the anti-party August Bloc. During the imperialist world war, he took a centrist position.
At the Sixth Congress of the RSDLP(b), together with the group of "inter-districts," he was accepted into the Bolshevik party. After the October Socialist Revolution, he held several responsible posts. He conducted factional struggles against the Leninist program of building socialism, defending the capitulationist theory of the impossibility of socialist victory in the USSR. In 1927, he was expelled from the party, in 1929, he was exiled from the USSR for anti-Soviet activities, and in 1932, he was deprived of Soviet citizenship. As a bitter enemy of Leninism, he continued to fight against the Soviet state and the Communist Party, against the international communist movement.

2. b) All general planning commissions of the people's commissariats are to be given the task of defining in their regulations the duties [of these commissions themselves] of these commissions and each department of the given people's commissariat [to petition for the organization of permanent and temporary inter-departmental commissions in cases of direct interest to any of the people's commissariats]. Do not establish either permanent or temporary inter-departmental commissions without the consent of the relevant people's commissars.

1 Written on the telegram from the Astrakhan Provincial Committee of the RCP(b), the provincial executive committee, the provincial food committee, and the provincial Cheka dated March 17, 1921, requesting decisive measures to eliminate the band of Maslakov, which was operating in the Kalmyk steppes. The situation was threatening because all the grain reserves for the Astrakhan province were concentrated in Tsaritsyn. Tsaritsyn and Astrakhan did not have combat forces to oppose the band.
