You know what significance we attach to our future business relations with America. We are fully aware of the role your syndicate plays in this regard, as well as the great importance of your personal efforts153. Your new proposals are extremely interesting, and I have instructed the Supreme Council of the National Economy to report to me at regular intervals on the progress of the negotiations. You can be assured that we shall treat with the greatest attention any reasonable proposal*. Our efforts are concentrated, principally, on production and commerce, and your assistance is of the greatest value to us.

If you have complaints against any official, I ask you to send your complaint to the corresponding People's Commissariat, which will investigate the matter and report if necessary. I have already issued instructions for a special investigation concerning the person you mention in your letter.

The Congress of the Communist Party has taken so much of my time and energy that I am now very tired and ill. Please forgive me for being unable to see you in person at the moment. I shall ask comrade Chicherin to speak with you in the near future.
