"outside of this Congress")* — reproaching me for linking the military question with the trade union question.
The Communists were seized (in Kronstadt) by a wave of construction and did not even raise their hands.
Lenin confused the dates . . .

1 On the morning of 14 March, the Tenth Congress of the RCP heard a report by Zinoviev and sub-
sequent reports by Trotsky and Shlyapnikov on trade unions. Lenin
spoke fifth among the orators. In his concluding remarks, Trotsky
stated that: "Comrade Lenin gave an absolutely incorrect characterization of the
development of the discussion in his speech."

The note was written on the reverse of a memorandum from Lezhava on the course of procurement on
foreign markets, dated 13 March. Lezhava's memorandum was read aloud
by Lenin in his speech on the natural tax on 15 March 1921.

8 Which session is being referred to could not be established. According to some
evidence it may be supposed that this was a meeting of supporters of the
"platform of the ten" on the question of candidates for the Central Committee.
