The three resolutions were written simultaneously and on one sheet of paper with a note about the composition of the CC (see p. 54 of this collection, justification of the date ibid.).

* The Workers' Opposition during the discussion, in defending its anarcho-syndicalist position, attempted to rely on §5 of the economic programme of the RCP, devoted to the role of trade unions, giving it an incorrect interpretation (for more detail see "Original draft resolution of the Tenth Congress of the RCP on the syndicalist and anarchist deviation in our party", Works, Vol. XXVI, pp. 262–264).

8 Point 7 of the resolution on party unity predetermined the possibility of expelling a member of the party's Central Committee, given the presence of 2/3 of the votes of all members of the CC, the CCC and candidate members of the Central Committee.

# ORIGINAL DRAFT RESOLUTION ON IMPROVING THE SITUATION OF THE WORKERS AND THE NEEDY PEASANTS.

[13 or 14 March 1921]

The exhaustion from need and calamities connected with the seven-year war and ruin, and the over-fatigue from the almost superhuman strain of strength which the working class of Russia has displayed over the last three and a half years, have now become so acute that they demand emergency measures from the Soviet government.

The Tenth Congress of the R.C.P. therefore demands from the entire party, from all party and Soviet institutions, to turn the most intense attention to this question and to work out immediately a series of measures to improve the situation of the workers and alleviate their calamities at all costs.

Approving the decision of the CC and the Soviet government to issue part of the gold fund for the purchase of workers' consumer goods, the congress demands the expansion of this measure and an immediate corresponding change in our import plan.

The congress instructs the CC to create a special central commission for carrying out immediate measures to improve the situation of the workers, organising this commission so that it works in direct connection, on the one hand, with the CC of the RCP and the AUCCTU, and on the other hand, with the Council of People's Commissars and the Council of Labour and Defence, for the speediest implementation of the planned measures and the control of the workers themselves over the implementation of these measures. This commission must create sub-commissions under those departments which can and must especially ensure that part of their apparatus and resources are immediately directed to

measures to improve the situation of the workers (People's Commissariat for Foreign Trade, People's Commissariat for Food, People's Commissariat for Agriculture, State Planning Committee, People's Commissariat for Health, etc.). Likewise, sub-commissions are necessary in the provinces of the main concentration of industrial workers. The congress assigns the elaboration of the regulations on these commissions to the CC and the responsible party workers of the relevant departments immediately.

In view of the acute calamity caused to the peasantry by the crop failure and intensified in very many cases by the demobilisation of the army, the Tenth Congress instructs the Central Committee to carry out through the Council of People's Commissars and the All-Russian Central Executive Committee measures similar to those set out above for improving the situation of the needy peasants, not limiting itself to the commission already created for this purpose by the All-Russian Central Executive Committee.

# DRAFT RESOLUTION ON COOPERATION

[Not later than 15 March 1921]

In view of the fact that the resolution of the Ninth Congress of the RCP on the attitude towards cooperation is entirely based on the recognition of the principle of the surplus appropriation system, which is now [will be replaced] being replaced by a tax in kind, the Tenth Congress of the RCP resolves to annul the said resolution. [At the same time the congress resolves]

The congress instructs the Central Committee to work out and implement, in party and Soviet order, decisions which would improve and develop the structure and activity of cooperatives in accordance with the programme of the RCP and in adaptation to the replacement of the surplus appropriation system by a tax in kind.

The date is established on the basis of point 7 of the plan for the speech on replacing the surplus appropriation system with a tax, see p. 43 of this collection. The resolution was apparently prepared by Lenin simultaneously with the plan for the speech on the tax and was announced during the report on 15 March 1921.
