1 Three sessions of the X Congress of the RCP, the morning sessions of March 12 and 13 and the evening session of March 12, devoted to the military question, were closed. Stenographic reports and protocols were not kept. Notes submitted during the session have not been found.
The only document preserved in the archive of the Institute is the above unprinted notes of Lenin, marked with the date March 13, 1921.
The notes were made on the reverse side of a note submitted to Lenin by a delegate to the X Congress from the Kharkov organization Smirnov and concern the debate on Trotsky's report on the military question. It has not been possible to establish the context due to the complete absence of documents.
According to the memoirs of the congress participants, the debates that unfolded during the sessions devoted to the military question concerned all the burning issues of party policy and its internal organization.
