OUTLINE OF A SPEECH DELIVERED AT A MEETING
OF SUPPORTERS OF THE “PLATFORM OF TEN”¹
DURING THE X CONGRESS OF THE RCP(b)
[Between March 8 and 12, 1921]
1) The upper echelons (the bureaucratic stratum) within the Workers’ Opposition…
2) The rank-and-file, genuinely connected to the masses—truly proletarian in character…
3) The most resolute ideological struggle against the syndicalist and Makhnovist tendencies within the upper ranks of the Workers’ Opposition.
4) The Congress’s resolution—principally condemning the syndicalist, anarchist, and Makhnovist deviations within the Workers’ Opposition.
5) The Congress’s decision—by a roll-call vote—to reject any attempt to maintain a faction or to perpetuate factionalism.
6) The leadership’s decision—to expel from the Party and transfer from the Central Committee to the ranks of candidates ((in accordance with the decision of the Central Committee + the Control Commission + all candidates + two-thirds of the total))².
7) To recruit into the Central Committee truly proletarian elements.
8) To publicize, study, investigate, and scout out…
9) To select, without delay, a number of speakers at the Congress who could effectively advance this line.
10) To elect the Bureau of the “Platform of Ten”…
11) To adopt a resolution on the report of the Central Committee—(a) on greater unity and discipline in general, and within the Central Committee itself; (b) on reducing bureaucratization.

12) The next meeting to be held on the day (or on another day) following the arrival of the Petersburg delegates (and Zinoviev).

1 “The Platform of Ten” was a draft resolution submitted to the Central Committee of the RCP(b) by V. I. Lenin, G. E. Zinoviev, M. P. Tomsky, Ya. E. Rudzutak, M. I. Kalinin, L. B. Kamenev, S. A. Lozovsky, G. I. Petrovsky, Artem (F. A. Sergeev), and I. V. Stalin, concerning the role and tasks of trade unions. During the trade union debate, the “Platform of Ten,” which had been endorsed by the majority of local Party organizations, formed the basis for the resolution on the role and tasks of trade unions adopted by the X Congress of the RCP(b).

NOTE TO A. G. GOYKHBERG¹
To the Small Council, Comrade Goykhberg! Please read this letter from the representative of Soviet Georgia—and pay particular attention to the passage underlined on page 3².
It is imperative that we immediately:
1) prohibit the dispatch of personnel—without prior approval from the Small Council—and grant permission only with the utmost caution.
2) systematically monitor compliance with these directives.

1 The note to A. G. Goykhberg was written on a letter from F. II. Makharadze to V. I. Lenin, in which Makharadze reported on the military and political situation in Georgia.
On the letter, V. I. Lenin had written: “Return it to me.”
2 On page 3 of the letter, V. I. Lenin emphasized the passage where F. II. Makharadze had protested against the dispatch of a large contingent of envoys from the central authorities to Georgia.
