Comrade Goikhbarg:

Read this letter from the representative of Soviet Georgia,
especially what is underscored (p. 3).

It is necessary immediately

1) to put through an injunction on sending (without the
permission of the Narrow Council), and to give permission
with the utmost circumspection , [1]

2) to make regular check-ups on execution.

Written on a letter from F. I. Makharadze reporting the
military and political situation in Georgia. On the letter Lenin wrote:
“Return to me.” On page 3 of the letter, Lenin under underscored the
passage where Makharadze speaks out against the dispatch to
Georgia of a great number of authorised agents agents from the centre.

On March 14, 1921, the Narrow C.P.C. passed a decision prohibiting all the People’s Commissariats from sending their agents
to Georgia without Special C.P.C. permission in each case.
