I prescribe that, in view of the grave situation of the Republic, all measures be taken and the maximum of energy be displayed for the fulfillment of the assigned task, remembering that only through the intense and conscious work of all organs can an exit be secured from the prolonged food crisis that has developed, complicated to the extreme by the acute shortage of fuel for transporting grain to the center from the outlying regions.
