Enclosing the minutes (No. 55) of the meeting of the bureau of the All-Union Central Council of Trade Unions faction of 3. III. 1921, I propose:

1) to annul point “zh” (in view of the forthcoming Party Congress in the next few days and the need to discuss this and similar questions there);
2) with regard to point “m”,
to resolve:
“Refer to the Party Congress.”¹

I consider it necessary to decide this by telephone, for the indisputability of the fact that decisions cannot be taken before the Party Congress and without the Party Congress is obvious. It is obvious that we cannot allow panic to be sown needlessly.

¹ In minutes No. 55 of the meeting of the bureau of the All-Union Central Council of Trade Unions faction of 3 March, V. I. Lenin underlined and marked in the margin the text of points “zh” and “m” of the resolution on the food supply situation of the republic. Point “zh” read: “Include in the agenda of the All-Union Central Council of Trade Unions faction, scheduled for 4 March, a report of the People’s Commissariat for Food on the food supply situation of the republic, and propose that the collegium of the People’s Commissariat for Food appoint its own reporter on this question.” Point “m” spoke of the need to bring to the attention of the CC, RCP(b) the resolutions adopted by the bureau of the faction. The Politburo of the CC, RCP(b) on 3 March 1921 adopted V. I. Lenin’s proposal.
