Written on a telegram from I. N. Smirnov, Chairman of the Siberian Revolutionary Committee, to V. I. Lenin in Omsk, requesting assistance in securing a seed fund for Siberia from the People’s Commissariat for Agriculture, amounting to four and a half million poods. In the text of the telegram, Lenin emphasized the requested figure. On February 1, 1921, the Politburo of the Central Committee of the RCP(b) adopted a resolution to grant the Siberian Revolutionary Committee’s request.
