1 Larin, as is evident from his article sent to Lenin on February 21 and
published with minor abbreviations in "Ekonomicheskaya Zhizn" No. 41
on February 24, 1921, under the title "The Plan for the Electrification of the RSFSR," considered
that "the main task of the overall planning commission is not only in
the economic review of the program of technical transformation of Russia,

but . . . in resolving the issue of how to ensure in practice the gradual implemen
tation of this plan of technical transformation." Larin proposed: "At
the head of the technical group proposed by Comrade Lenin," to put an "economic presidium" in
the following composition:
Krzhizhanovsky, Larin, Kritsman, Smirnov, Pyatakov, Osinsky and Varga. (A copy sent by Larin
to Lenin, archive No. 6291.) He also insisted on the inclusion in the overall planning commission of economist-statisticians Ston [in], Strumilin and Groman.
s Apparently, A. Rykov was talking about the All-Russian Electrotechnical
Congress, scheduled for April 1, 1921. (The convening of the congress was decided at the meeting
of the Council of People's Commissars on February 8, 1921). The congress, as can be seen
from the resolution of the Council of People's Commissars, was convened for "a comprehensive discussion of technical and economic
issues related to the implementation of the plan for the electrification of Russia."
l Order D1 1042, issued by the Main Directorate of Railways
on May 22, 1920 and published in "Bulletin" ЛК J 1С No. 43, contained
a five-year plan for locomotive repair.
