In a note to the Secretary of the Central Committee of the RCP(b) N.N.Krestinsky Lenin proposed to create a commission to prepare a draft decree of the Council of People's Commissars "On bringing the order of activities of economic commissariats in line with the resolution of the VIII Congress of Soviets on the Council of Labor and Defense" (see: Decrees of Soviet Power. Vol. XII. M., 1986, pp. 106-107). The draft, according to Lenin, should be prepared on the basis of the proposals of Y. Larin (M. A. Lurie), who had been working on the issue since October 1920. In addition to Larin and the addressee, Lenin proposed that Deputy People's Commissar of Internal Affairs M.F.Vladimirsky or People's Commissar of Internal Affairs F.E.Dzerzhinsky and Chairman of the Supreme Council of National Economy A.I.Rykov or his deputy V.P.Milyutin be included in the commission. Lenin planned to discuss the draft resolution in the Council of People's Commissars on Tuesday, i.e. February 22, 1921. At the meeting of the Council of People's Commissars on February 22 all members of the commission (Larin, Krestinsky, Vladimirsky, Rykov) were present. In paragraph 11 of the minutes of this meeting it is recorded: "11. On the report of the commission on the unification of the economic Commissars". The Sovnarkom decided: "11. Postpone until the next meeting, instructing the secretariat to send the draft to all Commissars" (RCCHIDNI, f. 19, op. 1, d. 411, l. 3). The day of the meeting of the Council of People's Commissars became the basis for dating the published document.

The decree was finally approved on March 17, 1921 and published as a decree of the SNK on planning commissions (see: Decrees of Soviet power. Vol. XIII. M., 1989, pp. 209-217).
