STATUTE  
ON THE STATE GENERAL PLANNING COMMISSION.  

22 February 1921.  

§ 1. Under the Council of Labour and Defence, a General Planning Commission is established to draw up a single state economic plan based on the electrification plan approved by the Eighth Congress of Soviets, and to exercise general supervision over the implementation of this plan.  
Economic tasks of top priority, especially those to be carried out in the immediate future, particularly during 1921, must be elaborated by the General Planning Commission or its subcommission in the greatest detail, with full account taken of the existing conditions of concrete economic reality.  

§ 2. The State General Planning Commission is charged with:  
a) drawing up a single state economic plan, and the methods and procedure for its implementation;  
b) examining and coordinating, with the state plan, the production programmes and planning proposals of various departments, as well as of regional (economic) organisations, in all branches of the national economy and establishing priorities of work;  
c) working out measures of a state-wide nature for developing knowledge and organising the research necessary for implementing the state economic plan, as well as for the utilisation and training of the required personnel;  
d) working out measures for disseminating among wide sections of the population information about the national economic plan, the methods of its implementation, and the forms of corresponding labour organisation.  

§ 3. In discharging the duties entrusted to the State General Planning Commission, it is granted the right of direct communication with all supreme state and central institutions and establishments of the Republic.  

§ 4. Commissariats, regional and local institutions are obliged to submit to the State General Planning Commission all required information and materials, and also to provide necessary explanations through responsible officials.  

§ 5. All planning proposals arising in the commissariats and departments on questions of the state economy, as well as production programmes for implementing it, must be submitted to the State General Planning Commission for examination and coordination with the state plan.  

§ 6. The Presidium and members of the State General Planning Commission are appointed by the Council of Labour and Defence.  
The Chairman of the State General Planning Commission is granted the right to make reports directly to the Chairman of the Council of Labour and Defence.

§ 7. The State General Planning Commission, in carrying out its tasks, has its own staff of employees. The Commission, moreover, is granted the right to engage individual specialists for permanent or temporary work in the Commission, and also to transfer the execution of individual works on the terms of piecework payment.

§ 8. Expenses for the maintenance of the Commission and payment for work carried out on its instructions shall be made from special credits.
Pending the ascertainment of the full scope of work of the State General Planning Commission, an advance in the amount of three hundred million (300,000,000) rubles is placed at its disposal.
The expenses of the State General Planning Commission shall be made subject to subsequent audit.
