1 The document is dated between February 8 and 16 based on the following
considerations: on February 8, the Central Committee of the Party received materials from Krasin on concessions in Baku and Grozny. On February 16, this question was officially on the agenda at a Politburo meeting; the meeting of members of the Central Committee,
apparently, took place between these dates.
2 According to the memoirs of M. E. Sapunov, conveyed by him to the Institute,
shortly before the X Congress, he, as a representative of the Baku workers, made
a report at a meeting of members of the Central Committee of the RCP on the OIL fields in Baku.
The proposal to invite M. K. Sapunov, who in
1921 was Deputy to Artem (A. F. Sergeev) in the Central Committee of Miners, was
made by Artem. Agreeing that, during the discussion of the question of surrendering
OIL concessions in Baku and Grozny, it was important to hear the opinione of the represent
ative of the Baku workers, Lenin, apparently, convened a meeting, at
which, according to the memoirs of M. E. Sapupov, the following were present: Stalin, Ry
kov, Bukharin, Tomsky, Trotsky, Radek, Kamenev and Artem.
M. E. Sapunov in a fifteen-minute report defended the possibility of restoring
oil fields without attracting concessionaire capital. The words of M. Sapunov, recorded by
Lenin, are a response to Lenin's remark on the report by Gubkin (see p. 128 of this collection),
which spoke ofi the threat of flooding OIL wells. M. E. Sa-
punov, in solidarity with
Gubkin, replied with the remark that they wrote about flooding "to scare".
