To Omsk. Sibprodkom. Kaganovich

Given the situation with the Republic's food supply that has become acute to the extreme, I hereby prescribe in the manner of a combat order that you strain all forces to increase the loading and dispatch of grain to the center and bring it to the maximum. Daily report directly to me and to the People's Commissariat of Food by direct wire: 1) the availability of grain at railway stations, 2) the quantity of grain transported to the stations per day, 3) grain loading per day, separately — to the center, separately — local, 4) if there was shortfall in loading — the reasons for it.
