The gubernial statistical bureau is to be tasked with the urgent development of the 1920 census materials within a specified timeframe, in order to clarify the class composition of the population of the republics, the grouping of the population by production and professional characteristics, the study of agricultural production by size, type, and form, the establishment of the geography of industry and the grouping of enterprises by type, form, and organizational characteristics, the study of public education, and the organization of other work.

The programs for this development have been established by the Central Statistical Administration, reviewed at the Third All-Russian Conference No. 457 with the participation of representatives from the statistical organizations of all federated republics, and examined by the Council on Statistical Affairs. The census materials are necessary for the republics for the systematic organization of both production and Soviet apparatuses.

Given the importance and urgency of these tasks, it is necessary for the gubernial executive committees and revolutionary committees, as well as all their departments, to provide every possible assistance to the gubernial statistical bureau, mobilizing the necessary forces, ensuring that the bureau has premises, heating, lighting, food supplies, and other necessary conditions for the proper conduct of its work.

Take personal responsibility for overseeing the work of the gubernial statistical bureau, for which purpose you should require weekly reports from the head of the bureau and remove all obstacles hindering the rapid progress of the work, and hold accountable any individuals or institutions that do not assist the bureau.
