1. On February 9, 1921, a telegram was sent from Rostov-on-Don to A. Lomov (G. I. Oppokov), Chairman of the Foreign Trade Committee under the Supreme Council of the National Economy (VSNKh). The telegram was sent by the deputy chairman of the Southeastern Industrial Bureau, informing that the representative of the People's Commissariat for Foreign Trade (Narkomvneshtorg) in Novorossiysk had received news of a steamship arriving in the coming days with French goods for exchange against raw materials.  

Upon forwarding the telegram's text to V. I. Lenin, Lomov requested that the Foreign Trade representative be instructed on the inadmissibility of unauthorized import deals not coordinated with the central authorities. A telegram to this effect, signed by V. I. Lenin and People's Commissar for Foreign Trade L. B. Krasin, was sent on February 14, 1921, to the Narkomvneshtorg representatives in Rostov-on-Don and Tiflis.
