About the People's Commissariat of Communications with Rudzutak about the railroad congress.

(a) Union organizations (b) Its relation to the NKPS.

Kolegaev:

"There is no leadership of the People's Commissariat..... There is decomposition." There is kruzhkovshchina... "I'll leave"

[[ I should talk to Fomin, he has a clear head, he understands... ]]. ]]

Borisov has "senile grouchiness." We'll have to change Borisov. It will improve the case, but not much. A candidate can be found.

A possible candidate to replace Borisov is engineer Belov, a Black Hundred, but1*

Naglovsky is a rag (Fomin).

Naglovsky is an engineer of puty communication. Unquestionably loyal, honest, his own communist. Knows the track business. He was the chief of the Petrograd district of transportation routes.

"He worked well under Yudenich. He was a member of the NKPS collegium (and is suitable) (Review by Krasin). Engineers-specialists in the NKPS

Manteifel (in the Technical Department), (fuel specialist), very good {not a very large worker} (left with Trotsky).

Grinstein (Main Transport Commission) (from Kolegaev, 12.II. 1921) [Kolegaev's assistant,] trustworthy, according to Kolegaev, (bad organizer, has already spoiled his relations with specialists), [special engineer]

Klementich from the Exploitation] Department. Special engineer (also routine) [We could talk to him, he knows about fuel].

Orestov (according to Grinstein [doesn't know him personally], not a big worker. {Some people from Yemshanov's "campaign"}.

??Mekk (serving with Sverdlov), a major businessman and organizer. Has sat many times in the Vrussian Extraordinary Commission. Unreliable.

Borisov is not a leader. He takes small things. A camarilla is being created at Emshanov's. They do business over a cup of tea. ("Fomin will not manage on his own, Emshanov will not help him").

Zhukov, Kolegaev's fuel assistant. Kolegaev does not know him.

Forbid to increase (the composition) and appoint a decrease.
