Comrade Pyatakov! Yesterday you spoke, as I did, against the Urquhart concession. I therefore think that you are capable of, and will agree to, once more examining the question of this concession (especially since our decision yesterday, in essence, once more postpones the matter).

The examination, in my opinion, must principally concern the question of monopoly; here lies the crux of the matter. In the second place comes the question of the financial profitability of the concession.

1) We must obtain from the Mining Council—I. K. Mikhailov (chairman of the commission who visited the sites) says he handed over a map to it—the map of the concession.

2) We must compile a table: a list of the main products; the percentage of their output at our other plants (copper, zinc, etc.); where else they are produced, whether very far from the centre or closer, etc.
