1 On 9 February 1921, a telegram was sent from Rostov-on-Don to A. Lomov (G. I. Oppokov), Chairman of the Committee for Foreign Trade under the Supreme Council of the National Economy, by the Deputy Chairman of the Industrial Bureau of the South-East, reporting that the authorised representative of the People's Commissariat for Foreign Trade in Novorossiysk had received information about the imminent arrival in the city of a steamship with French goods for exchange against raw materials. Forwarding the text of the telegram to V. I. Lenin, Lomov requested that the authorised representative of the Foreign Trade Commissariat be informed of the inadmissibility of unauthorised import deals not coordinated with the centre. A telegram of this nature, signed by V. I. Lenin and the People's Commissar for Foreign Trade L. B. Krasin, was sent on 14 February 1921 to the authorised representatives of the People's Commissariat for Foreign Trade in Rostov-on-Don and Tiflis.
