V. I. Lenin addressed the issue of Tsentrpechat— the Central Agency of the All‑Russian Central Executive Committee for the Supply and Distribution of Printed Materials—in connection with the reorganization of the People’s Commissariat for Education’s operations. In his “Directives to the Communist Party Members Working in the People’s Commissariat for Education” and in the article “On the Work of the People’s Commissariat for Education,” V. I. Lenin pointed out the inadequacy of the current system for supplying libraries with books, newspapers, and journals, and he deemed it necessary to overhaul the entire process of literary distribution.
On February 7, V. I. Lenin received proposals from B. F. Malkin concerning Tsentrpechat. Malkin proposed transforming Tsentrpechat into a division within the People’s Commissariat for Education, where the book stocks of the RSFSR would be centralized and all book supplies for institutions under the People’s Commissariat for Education would be consolidated.
