a) To approve in principle the granting of oil concessions in Grozny and Baku and in other operating fields, and to begin negotiations, conducting them expeditiously.

b) To instruct the Supreme Council of the National Economy to send to Baku and Grozny a highly competent Commission of first-class authorities on the oil industry to investigate the question of ensuring oil extraction and to ascertain the causes of a possible catastrophe under the present exploitation of the fields. To instruct the Supreme Council of the National Economy to submit the list of Commission members for approval by the Council of People's Commissars.

c) To instruct Comrade Stalin to ascertain whether the significance of concessions as a means for restoring our economy and strengthening the Soviet system has been fully explained to the Baku and Grozny workers, or whether it is necessary to send a special political leader there.

d) To instruct the Supreme Council of the National Economy to complete the drafting of terms for the exploitation of the oil regions on a concession basis within a three-week period and to submit a report to the Council of People's Commissars.
