TELEGRAM TO THE SORMOVO PLANT
January 26, 1921

The Sormovo Plant is manufacturing a crawler crane for Gidrotorfa, but its manufacture is proceeding extremely slowly. In view of the necessity of testing this crane during the upcoming summer season, I ask you to make every effort to ensure that this crane is fully completed in April, so that it can be delivered to "Electroperedacha" at the beginning of May, where it will be

* Council of Labor and Defense, having discussed this issue, decided to create a commission under the chairmanship of Comrade A. A. Andreev, instructing this commission to organize a survey of comrades directly working in the Donbass, as well as in the Siberian and Ural coal regions, to find out the reasons for the catastrophic decline in the extraction, loading and delivery of high-quality coal.

To instruct the commission to focus on the following issues:

3) system of payment for coal,

6) loading equipment.
To oblige the STO secretariat on January 24, 1921 to notify all members of the commission of the convening of a meeting of the commission on January 25, 1921 and to ask the manager of affairs of the Council of People's Commissars to send a stenographer to this meeting (Protocol A» 181, item 2).
