Gorky handed me these papers**, assuring me that Goldin is supposedly an inexperienced boy.

* The article proposed, for the purpose of improving workers' supply,
using suburban land areas for the development of collective
vegetable gardening and livestock farming, and organising auxiliary farms.

** This concerns the following order of the Tambov provincial food commissar
Goldin: "To all receivers, to all contractors. Make it the duty
of the heads of grain reception points to strictly monitor the method of storage,
the quality of grain. At the first instance of grain spoilage, the head of the grain reception
point will be shot, the receiver handed over to the disposal of the Gubernia Cheka."
This illegal order caused numerous complaints.
In connection with Lenin's inquiry, the Deputy People's Commissar for Food gave the following instruction.

1920

It is supposedly the kulaks who maliciously put snow into the grain: neither for us,
nor for you. So that it burns.

Please telephone me your conclusion: what should be done and what have you done?

With communist greetings,
Lenin
