ON RENDERING ASSISTANCE TO THE WESTERN FRONT
(RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS, ADOPTED UPON THE REPORT OF V.I. LENIN, MAY 23, 1920)
In confirmation of the resolution of the Council of Labor and Defense
of April 30 of this year, to instruct all People's Commissars to
submit to the Council of Labor and Defense by Friday, May 28 of this year, a brief
written report on assistance to the Western Front and to inform
the secretariat of the Council of Labor and Defense of their telephone numbers for the hours
of meetings of the Council of Labor and Defense in case of a summons to the
meeting.

political workers and instructors.

Lenin and
I.V. Stalin contained a message from Batum about the atrocities of the interveners
and White Guards, about the arrests and persecution of activists of trade
union workers' organizations in Batum. "The reason for such a rout
of the Batum workers' movement," the telegram said, "was,
apparently, the struggle that the workers' organizations began against
the evacuation of Batum by speculators, who, upon learning of the proclamation
of Soviet power in Baku, urgently began to export their
goods. The Council of Unions forbade loading onto ships without special
permission from a special commission." This caused a conflict with the authorities
of the interveners, who began to conduct mass arrests of activists of the workers'
movement. The arrested workers were threatened with execution. The Batum
comrades asked the Novorossiysk organizations "to bring everything to
the attention of the Council of People's Commissars so that it could take measures that depend on it."
