1 A note appended to the report submitted by the Commander of the Baltic Fleet,
F. F. Raskolnikov, to Chairman of the Sovnarkom Lenin, dated October 4, 1920,
in which Raskolnikov proposed that certain clauses be inserted into the Treaty with Finland—clauses designed to ensure that Finland would be precluded from using Petsamo as an operational base for its naval forces, thereby preventing the blockade of Murmansk, Arkhangelsk, and the entire Northern Coast.
The Peace Treaty with Finland was concluded on October 14, 1920, ratified by the All‑Russian Central Executive Committee on October 23, 1920, and formally approved by the President of Finland on December 11, 1920. The exchange of ratification instruments took place in Moscow on December 31, 1920.
2 Ya. A. Berzin had been a member of the Party since 1902. Following the October Socialist Revolution, he devoted himself to diplomatic work; at that time, he served as the Plenipotentiary of the RSFSR for the conclusion of the Peace Treaty with Finland.
