MEMO TO MEMBERS OF THE CENTRAL COMMITTEE AND PEOPLE'S COMMISSARS

For the information of members of the Central Committee and People's Commissars
The following notes on the debates and statements at the non-party
peasant meeting* were compiled by Lenin, who asks that you familiarize yourselves with them.
At the non-party meeting:
From Belarus (Minsk province).
Salt, iron, and everything to sow the whole land. Must give.
I won't say more.
From
Ukraine.
The quotas are small (both for feeding livestock and people). But we will not leave anything unsown...
Tver.
This year is not suitable. There are no clover seeds. The peasant
sees nothing from the collective farms.
Ivanovo-Voznesensk province.
? The lazy and the diligent are taxed equally under the surplus appropriation system, which is extremely unfair.
Blacksmiths must do repairs at fixed prices (and carpenters). Otherwise, blacksmiths and carpenters charge 4,000 rubles
and
5 poods, they charge excessively.
Ekaterinoslav province.
Closer to life and to the heart of the poor peasants...
Bread, iron, coal—that's what we need. Inventory is needed.
Kursk province.
It is necessary for the poorest to learn from the efficient...
...you can only say nicely that 120,000 have been put through courses...

Donbass.
We ask for 35,000 seeds. But people just carry a briefcase, but
they have done nothing.
If you can't—give permission to get it...
? Cherepovets province.
It happens that they call you lazy. But there is neither a plough nor
a harrow in reality. You can't blame the poor man and demand a lot.
Note in the law that the poor man must be supported.
Coercion is absolutely necessary.

Tula province.
There are no kulaks now (shouts: there are still). In order not to be
a shameful kulak, it is better not to work at all. The toiler
could earn, the lazy person could not.
You fertilize today, but for whom tomorrow?
Igim district.
The sowing will be sown, but you won't sow anything with 18 poods of oats. The quota for livestock must be increased. Osinsky is not familiar with Siberia: I have been ploughing for
38 years, but Osinsky does not know.
Novgorod province.
Raise the inventory. Repair it. Livestock is taken excessively.
They take grinding fees. They take it for a deserter. Reduce the exorbitant
fees.
Penza province.
Propaganda is needed. It is only through propaganda that you can carry it out.
We will not consider those whose farms have been ruined by the war as lazy.
The commission protects relatives—in-laws. A higher commission is needed.
Kostroma province.
The peasant needs to be interested. Otherwise, it won't work. I
chop wood under the stick. But agriculture cannot be conducted under the stick.
Give preference to the working person, and not to the one who goes mushrooming.
Novgorod province.
In the spring they waste time on land redivisions. Eliminate frequent
redivisions.
Seed material must be taken into account.
Give it to the poor.
We have been leveling for three years.

How to interest them? Simply: a percentage-based surplus appropriation of bread,
as for livestock...
Spur on the lazy person... 10 poods for seeds—sow and give
what is due.
Formerly
Kazan province, Tsarevokokshai district.
Forests. Little land. There was not enough rye for seeds. Strong surplus appropriation. Lobby for our quota, otherwise we will eat the last
spring seeds.
Ryazan province (from the VII army).
The war is ending, they are waiting for a redivision equally.
There will be abuses with seeds from the common granary.
It upsets me when they talk about peasants as scoundrels.
My father has 35 desyatinas. I have not seen lazy people. The poor
suffer. Kulaks (as well as desertion) exist (loud applause).
Vyatka province.
Land redivisions are harmful. Not more often than every 6 years.—Regarding
livestock... take care of it...
Petrograd province.
Do not break land use at the root. Surplus appropriation: we had
such pressure that revolvers were put to our temples.
The people are outraged...
Labor conscription... If you put yourself in their situation, they will be
compliant.
There is no footwear, no tools, and they are forcibly expelled. They do not help
those who have been burned out.
Children did not receive what was designated for the October holidays.
Demyansky district of Novgorod province.
There are kulaks. The bread was buried.
I myself dug holes, took bread. I support the protection of the poor...* The kulak has been removed. We will not
let the rich man steal.**
Perm province.
It is necessary to free from the stick in order to raise agriculture.

Practical people should be included in the assistance committees.
Let there be a stick, but for our assistance.
So that the diligent one puts pressure on the unzealous one.
Samara province.
Give old iron for repairs. Otherwise we can't cope. Bonuses
for good cultivation.
Organize exhibitions. Rental points.
Chernigov province.
There are no lazy people, the poor work. Sow everything.
Don region.
The gangs have re-managed the entire transport. Ruin. It is necessary
to build state life.
Kyrgyz Republic.
Bread was collected under the broom. Nothing remains. Livestock breeders
need help. The economy has been destroyed by the war. Propaganda is needed.
Tula province.
A bill must be adopted.
Benefit.
There are no fertilizers.
There is little livestock. There are no seeds in 10 provinces (central provinces).
Give seeds. Concessions for superphosphates.
Kursk province.
Add 100 horses and wheels. There is salt. There are no harrows.
No kerosene is needed.
Tsaritsyn province.
It used to be a producing province. Now it is a consuming province.
If only we could get seeded. We suffered from the counter-revolution.
Yenisei province.
New settlers. Cold. Freezes. We are in distress. Resettle to
convenient places.

ON THE DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS
ON THE ORGANIZATION OF TECHNICAL CONSULTATION
ABROAD
December 1920
Send it to all
People's Commissars, contact each one, whether they agree
to put it on the Council of People's Commissars and tell me.
1) In order to assist the various production
Commissariats, Main Directorates, and Centers of the Supreme Council of National Economy and other institutions of the Republic in the matter
of organizing various productions, improving them, as well as obtaining the necessary
information of a scientific and technical nature regarding the state of the corresponding branches
of science, industry, and technology abroad, scientific and technical consultation bureaus of the RSFSR are established in foreign countries.
2) The organization of scientific and technical
consultation bureaus of the RSFSR is entrusted to the People's Commissariat of Foreign Trade, with attracting the Scientific and Technical
Department of the Supreme Council of National Economy to this matter as well.
3) For financing the organized
scientific and technical consultation bureaus of the RSFSR abroad, the People's Commissariat of Foreign Trade is allocated
to the fund of real assets worth up to one million gold rubles per year.
4) All People's Commissariats and the Supreme Council of National Economy
are obliged to submit to the People's Commissariat of Foreign Trade within 2
weeks a statement on those issues in relation to which they need constant
periodic consultation from foreign specialists or on individual tasks in this
area.
5) The People's Commissariat of Foreign Trade is obliged at the first
opportunity to submit estimated and staff proposals for the organization of scientific and technical
consultation bureaus abroad.
