In its telegram stating, “The VTsIK deems it highly improbable—and entirely out of the question—that Artem, Samoilov, and Preobrazhensky could possibly engage in agitation against the Bashkir Republic,” the VTsIK thereby once again underscored their imperative to adhere with utmost loyalty to the Bashkir Constitution. The same objective was pursued by the later telegram dispatched to Comrade Artem by the CEC. Under such circumstances, I am fully confident that
Artem, Preobrazhensky, and Samoilov will not provide any real grounds for complications.
The members of the Bashrevkom must do the same. It was only from your telegram that I learned that Comrades Shamigulov, Izmailov, and others had been expelled from the borders of Bashkiria by the Bashrevkom: the CEC had assumed they were traveling to Moscow of their own accord to present a report, deemed it unnecessary to waste the time of five comrades on the journey, and accordingly sent them back to Sterlitamak.
Your attempt to expel veteran party comrades from Bashkiria—your absurd reference to a “Bukharinist orientation,” your persistent, albeit mistaken, use of the epithet “Ukrainians” when applied to Preobrazhensky, Artem, and Samoilov—gives me reason to doubt your objectivity on this matter. Therefore, I urge you to immediately implement the VTsIK telegram of January 20, which has yet to be fulfilled insofar as it pertains to the annulment of the report concerning the alleged conspiracy.
