I propose to redo it more precisely (what exactly does "take into the network" specifically mean?) and submit it for the 2nd time together with the instruction*.

The draft, adopted by the Small Council of People's Commissars on June 22, 1920,
stipulated—in order to eliminate parallelism in work and the proper use of all available book resources and their uniform
distribution—"the libraries of all public organizations and institutions are merged into the general library network of the Departments of National
Education." All newly opened libraries by public organizations
must necessarily be included "in the general network of public libraries."
