The Council of Labor and Defense orders the adoption of all measures for the most urgent unloading of military cargo from railway cars. The delay in the turnover of cars and the blockading of the lines with them in conditions of the transport crisis being experienced constitutes a crime against the interests of the entire Republic and is subject to the severest punishment. Regarding the measures adopted and results achieved, the Revolutionary Military Councils of the fronts shall report weekly on Mondays to the People's Commissariat of Railways and to the Revolutionary Military Council of the Republic, indicating the number of cars remaining unloaded on individual railway lines within the limits of the fronts.

# TELEGRAM ON THE REGULATION OF MILITARY TRANSPORT

October 15, 1920

In consequence of the extreme shortage of rolling stock on the railway network of the RSFSR and the necessity in view of this of especially careful expenditure thereof for loading, in fulfillment of the resolution of the Council of Labor and Defense of the 13th of this month, I propose for precise execution: 1) immediately adopt the most energetic measures for the unloading of military cargo on all railways of the front; 2) adopt all measures to ensure that military transport within the limits of the front is unconditionally carried out in accordance with approved plans of the VSP*, permitting their increase exclusively* upon the demand of military circumstances and on the indispensable condition of prior coordination of this increase with the corresponding railway organs. It is proposed to submit weekly reports to the VSP under the Council of People's Commissars on the progress of unloading rolling stock.
