The restoration of railway and water transport in
Siberia is one of the main tasks of the Republic. Meanwhile, by
your order, the two hundred million rubles sent for Sverdlov's
disposal to cover the urgent and most pressing needs of Siberian railways have been unfrozen. Such orders
fundamentally undermine the work of restoring transport, making it impossible to establish communication between the center and
Siberia. I propose that at all costs an agreement be reached
with Sverdlov to return the money taken from the railways.
