1 The resolution was drafted in response to an open letter from R. Kodzaev, a delegate to the Second Congress of the Comintern from South Ossetia, addressed to A. S. Egnukidze, Secretary of the All‑Russian Central Executive Committee, dated September 10, 1920, concerning the nationalist policies of the Georgian Mensheviks in South Ossetia, as well as the atrocities and lawlessness perpetrated by the Menshevik government of Georgia against the Ossetian people.
