Regarding the composition of the Control Commission.
Adopt the Central Committee resolution:
that we nominate Central Committee members to the Control Commission only at the desire of party conferences, generally considering it incorrect; that these Central Committee members are not bound by Central Committee decisions in their work within the Control Commission;
that Central Committee members serving on the Control Commission do not vote in the latter if the question specifically concerns their department or area of work.
Regarding transfers, add:
without detriment to familiarizing those whose transfer is in question with the matter, and without detriment to the matter itself, i.e., only in such a way that the management of the matter *always* remains in the hands of fully competent workers guaranteeing the success of the work.
