Lenin.

1 Chief Engineer of the Emba Line Budassy in his telegram of February 25 proposed a series of measures for organizing the work of railway battalions, for regular supply of uniforms, provisions, equipment and technical property to them. Furthermore, Budassy proposed a plan for the restoration of the Aleksandrov handicraft school in Saratov, to ensure that the construction would have the necessary technical cadres.

It is necessary to strain every effort to, without losing a single hour, with maximum precautions transport all oil from Guryev immediately upon the opening of navigation. Report immediately whether all measures have been taken, what is the state of preparedness, what are the prospects, have the best people been appointed, who is responsible for ensuring safe delivery by sea. ON THE ATTRACTION OF FORESTERS TO TIMBER-CUTTING WORK.

DRAFT DECREE OF THE COUNCIL OF DEFENSE 1.

[March 21, 1920]

The Council of Defense decrees:

1. To declare the strictest reprimand to the Chief Timber Administration and all provincial timber administrations for the negligent and inadmissible attitude displayed by them toward the implementation of the decree of the Council of Defense of November 21, 1919 on the attraction of foresters to timber-cutting work 2. To warn that the entire composition of the Chief Timber Administration and Provincial Timber Administrations will be brought to trial if they do not demonstrate complete zeal in the fulfillment of the law.

2. The Council of Defense declares that the meaning of the decree of the Council of Defense of 21. XI. 1919 requires fulfillment by all foresters without exception — with the sole exception indicated below — of the norm of personal labor of not less than 5 (for persons over 50 years of age — four) cubic meters per month, independent of their usual work.

The Council of Defense entrusts all provincial Extraordinary Commissions, under the strictest supervision of the All-Russian Extraordinary Commission, to bring to justice [and punish] all employees of the forestry administration who have not demonstrated the fulfillment by them of the law on personal labor in firewood cutting in the above-stated amounts, with the punishment being no less than personal arrest for several Sundays.

Note. Only those employees of the forestry administration are exempted from punishment who were specifically exempted from personal labor in firewood cutting by precise orders or decrees of the corresponding provincial timber administrations or other authorized forestry organs, and the provincial Extraordinary Commissions are obliged to verify that those exempted from personal labor were actually engaged in the necessary work of firewood cutting.

4. The provincial Extraordinary Commissions are obliged to submit to the Council of Defense brief monthly reports on their fulfillment of the present decree.

In view of the exceptional state significance of the military-operative railway being constructed on an urgent basis from Aleksandrov-Gay to Emba [in accordance with the directions of the Council of Workers' and Peasants' Defense of December 24 of last year], I request your categorical instruction to all subordinate institutions and organizations: of civilian administration, the military department and the Supreme Council of the National Economy, for every possible assistance to the agents of the Petrograd representation of the said railway for the successful fulfillment of the responsible tasks entrusted to them [and in particular for the absolute prohibition of all requisitions of property, evictions and consolidation of apartments occupied by employees of the railway. I request prompt execution of this and a report of the measures taken]. [182]
