1)
The Unified Economic Plan must be divided into economic periods, with each
period being assigned one main economic task in the following se
quence: a) restoration of transport, transport and formation of warehouses for grain, fuel, and
raw materials, b) intensified development of machine building
for the extraction of fuel, raw materials, grain, and for the development of
transport, c) intensified development of machine building
for the production of mass consumption products,
d) intensified production of mass
consumption products.
The Unified Economic Plan must be firmly and consistently implemented and must
become the axis of the agitation that the party will develop

around the issues of economic life and labor mobilization.
2) All productions that are not sub-
sidiary to the main task of the economic period may be supported only
to the extent that their work does not hinder the implementation of the main task. Subsidiary productions for the main
task must be developed to the extent of actual necessity. By
virtue of this, the Unified Economic Plan must represent not a sum of production programs
developed by production sections and local Sovnarkhozes based on orders received
from central and local institutions, but, on the contrary, the Unified Economic Plan
must determine the size of production programs for each section.
3) The mobilization of skilled workers,
vocational education, labor mobilizations, the use of labor armies, and
mobilizations of Communists must be coordinated with the main tasks of each economic
period, with the Communists receiving preliminary special training,
for which a special body must be created under the Central Committee...
6) Model
labor brigades, regiments, battalions, and companies must be organized
under the provincial, district, and volost executive committees, which, serving local needs,
would at the same time be permanent cadres into which those mobilized under labor
duty for local needs will be incorporated.

And with that, I draw your attention to the need to take decisive measures to combat
child delinquency. Now, having become acquainted with the state of this issue, I know how
terribly fast the contagion of crime is developing...
