Tanner's speech (Shop Stewards) 1 clearly confirmed,
1) that within the Third International it is necessary to create a place for sympathizers

2) that for England and America it is necessary to specifically stipulate, that despite disagreements about parliamentarism we propose
(a) the mass movement in the form of I. W. W. 2 and Shop Stewards to remain affiliated with the Third International
(b) to extensively discuss the question once more and to test in practice the improvement of socialist parties, which insufficiently agitate among the masses, have not been able to connect with them.
