The Council of Workers' and Peasants' Defense has resolved:
Recognizing the work of the Tula construction on the transmission of electrical energy to the Tula cartridge and arms factories as being of exceptional importance; to extend to the workers and employees of Tulastroi, according to their presence as of April 1 of this year, the general provision on the militarization of state institutions and enterprises, approved by the Council of Defense on November 28, 1919.

MAY 10, 1920
ON SUPPLYING THE ARMIES OF THE WESTERN FRONT WITH CLOTHING
a) On the issue of supplying the armies of the Western Front with clothing, to create a commission chaired by Comrade Stalin (with the right to have a specially authorized representative substituted by Comrade Stalin), tasking it with: beginning work today on urgently clarifying accurate data on the state of production of military-standard fabrics and, in particular, overcoat cloth, on urgent measures to increase production and on checking the availability of fabrics in warehouses.
b) To appoint Comrade Bronstein as authorized representative of the Council of Labor and Defense, tasking him, under the supervision of Chusosnabarm and the aforementioned commission, with taking the most energetic measures to extract from all warehouses the materials and clothing necessary for the armies.

The report on the execution is to be assigned to Comrade Stalin or his specially authorized representative on Wednesday, May 12, 1920, in the Council of Labor and Defense.

c) Pending the order of the Council of Labor and Defense, materials are issued by the factories of Glavtekstil primarily according to the requisitions of the military department, and only after satisfying the requisitions of the military department—according to the requisitions of other institutions, and this resolution also applies to those materials that have already been requisitioned by other departments.

The report on the execution is to be scheduled in the Council of Labor and Defense on Wednesday, May 12 of this year.
