Comrade Popov! Be so kind – if it does not trouble you – to return to me the enclosed table with your assessment:

from the standpoint of statistical science and its contemporary data on Russia (aa) is it possible to compile such a table or not (if only owing to the insufficiency of data)?

(bb) if it is possible, what would be the principal corrections?

(cc) would one of your specialists be willing to compile such a table (even if with wider ranges of "from – to")?

Your Lenin

Let us suppose (for round figures, for simplification, and for the easiest memorization) that the population of the RSFSR is 50 million

{ The norm is to be taken as what a person needs, according to science, in bread, meat, milk, eggs, and so forth. } i.e., the norm is not a number of calories, but the quantity and quality of food.

[ By workers are understood industrial workers, and the non-worker urban population is classified in the corresponding groups в and г. ]
