a) Propose to the Revolutionary Military Council of the Republic to detach 300 skilled workers from the Caucasian Front and the Fleet and from the 5th Army for assignment to factories producing mines.
The Industrial-Military Council is to submit to the Revolutionary Military Council of the Republic a nominal list of unskilled workers at the mine-producing factories located on the Western and South-Western Fronts.
The Revolutionary Military Council shall carry out the detachment of the latter only in cases where this does not cause particular harm to the front.
The report of the Revolutionary Military Council is to be submitted within 3 weeks.

b) Oblige the Petrograd Council of the National Economy and the Committee for Labour to transfer to factories fulfilling orders for mines workers from factories not working for defence or fulfilling orders that may be temporarily delayed.
As workers arrive, Red Army soldiers are to be returned to their units.
Instruct the Chief Committee for Labour and the Petrograd Council of the National Economy to submit a report on this matter within two weeks.

c) Instruct the Chief Committee for Labour to provide 200 unskilled workers for work on mine production and to submit a report on this within 2 weeks.
