ON THE PROCEDURE FOR SUBMITTING RESOLUTIONS
FOR VOTING AT THE CONGRESS OF SOVIETS 1
[December 1920, prior to the 20th]
1) The Central Committee hereby imposes on all departments the unconditional duty to henceforth adhere most strictly to the following procedure: all draft laws and resolutions of any significance that are to be put to a vote at the All‑Russian Congress of Soviets must be submitted to the Council of People’s Commissars well in advance.
2) The Central Committee likewise imposes on all party members the unconditional duty to submit all their proposals to the Congress of Soviets for preliminary discussion within the faction of the Russian Communist Party at the 8th All‑Russian Congress of Soviets.
3) The Central Committee proposes that the forthcoming Party Congress deliberate on the question of coordinating the timing of the Congresses of the Russian Communist Party and the All‑Russian Congresses of Soviets.
