To the commission representatives from Komprod, the All-Russian Central Council of Trade Unions, and the Chief Committee of Labor must be drawn in with decisive votes when addressing the relevant questions.

The task of the commission is to formulate the final draft resolution of the Council of Labor and Defense on all submitted proposals.

The commission's working period is one week.

If the commission arrives at a unanimous decision, submit the draft for Comrade Lenin's signature.

The report in the Council of Labor and Defense by Comrade Stalin and the co-reporter appointed by him should be scheduled for Wednesday at the plenary session, if the commission completes part of the work by that time.

All representatives of departments entering into this commission must be authorized by the People's Commissars. Entrust the same commission to discuss thoroughly the question of the degree of wear on our ammunition and weapons factories, both in terms of raw material supply and equipment, and to develop appropriate practical proposals.

c) Entrust Komprod to immediately adopt the most necessary measures to improve food supply for workers and employees of the shock group of ammunition and weapons factories.

ON 20 RESPONSIBLE COMRADES FOR THE CAVALRY ARMY

Remove the question from the agenda in view of the measures undertaken in this regard by Comrade Stalin.

I request that the Petrograd group of the State Commission on Electrification (responsible director Shatelen) be provided with 50 rear-echelon Red Army rations and 9 family rations, without confiscating their civilian ration cards.

I request that you inform me by telephonogram precisely when and how many have been provided.

# ON SUPPLY OF AMMUNITION, RIFLES, AND MACHINE GUNS

(RESOLUTION OF THE COUNCIL OF LABOR AND DEFENSE, ADOPTED ON THE REPORT OF I. V. STALIN, MAY 21, 1920)

1. Establish the monthly necessary productive capacity of ammunition factories for army needs at 35 million cartridges and set as a condition bringing it up to 40 million cartridges.

2. Establish the monthly necessary weapons production capacity of factories for army needs at 30 thousand rifles, with the provision that Sovvoenprom, proceeding from this figure, would bring it up to 35 thousand rifles.

3. Establish the necessary monthly production capacity of machine gun factories for army needs at 400 machine guns with one complete set of spare parts and 200 complete sets of spare parts.

4. Affirm the resolution:

a) on measures for regular, timely supply of Red Army rations to weapons and ammunition factories;

b) on referring these factories to the third category under the SNK decree of May 11 of the current year on worker leave during the summer period of 1920;

c) on ensuring military industry factories with labor force;
