[1920, no later than February 14] “motions” * (1–13
I §§ = paragraphs; II — 23 §§ = paragraphs)
(1) The Second International was torn, "severed" by the war from the work of "education"
(2) It was "torn apart" (dechiree) by the war and "part" shared power with the bourgeoisie
(3) The Second International "does not correspond to the revolutionarysituation"...
vx** = 8 + 9 + 8 = 25 lines of water, babble, evasions. Dissatisfied, "but"... there are elements "restes fideles" *** (§ II)
(4) II I -rd International "se reclame" du programme integral ****... such and such joined it
[Anyone se reclame. But in reality?] (5) Switzerland, the U.S. and the German Independents left the 2nd
EX = 14 + 12 = 26 Zeilen ***** of water (? only? Not so)
((Which one? When?))
It should be:
The Second International became a betrayer of socialism and an ally of the bourgeoisie: it justified "defense of the fatherland" in the war of 1914-1918, which was predatory, plundering, reactionary, imperialist on both sides. In such a war, it is not defense of the fatherland, i.e., defense of the plundering bourgeoisie, but its revolutionary overthrow. The path to this is the dictatorship of the proletariat, the power of the Soviets. This is the basis of the III International.
* — "proposals".
** — Summa summarum — general total.
*** — "who remained faithful".
**** — "refers" to the integral program.
***** — lines.

(6) The French Socialist Party, "taking into account" the decision of the Independents, who "sont restes dignes"* (??), states that "it cannot remain" (but does not leave?)
....complices du Kaiser ((that's how! and complices de Poincare? de Clemenceau? de Lloyd George? de Wilson?)) **
It should be:
leaves (or not?). Yes or no?
12 lines of ambiguity!

leaders and the upper stratum of workers. Participation in imperialist super-profits. Opportunism, blocs with the bourgeoisie. Inability and unwillingness to conduct revolutionary propaganda, agitation, legal and illegal organizations.
(8) It is impossible to know exactly everything about the Russian revolution... But not one of the fundamental statements of the III International contradicts the basic principles of socialism.
(19 lines, of which 8 are precise, for the dictatorship of the proletariat and for the Soviets.)
So, 8 clear lines, out of = 94, i.e., 10%!!
Wouldn't it be better to leave these 7 lines, and discard the rest?
* — "remained worthy".
* * — accomplices of the Kaiser (...accomplices of Poincare? Clemenceau? Lloyd George? Wilson?).
*** — Regrouping.
**** — like.
***** — "traditional principles of international socialism".
****** — less.

7 lines better than 94.
Dictatorship of the proletariat — the basis of any revolutionary concept.
The establishment of Soviets — one of the most effective means.
(9) But... one must consider f 14 lines of ambiguity] solely the existing workers' organizations, trade unions and cooperatives... and therefore "deliberations en commun"* with the III International.
(10) Condemn complicity (8 lines) with the bourgeoisie and especially ministerialism.
(11) The French Socialist Party joins the proposal of the Independent Party of Germany and wishes [9 lines of ambiguity] to work on the merger of "elements of the 2nd International, faithful to the principle of class struggle"
For the dictatorship of the proletariat! For Soviets of workers and small peasants who do not employ hired labor, who do not exploit the labor of others! Down with bourgeois parliaments, long live the Soviets! Only he is a socialist who conducts all work in this spirit. Work within them is obligatory precisely in such a spirit, to mercilessly expel opportunist leaders, to form communist cells and communist factions, to consistently propagandize communism.
Not enough. Without "condamnation" du social-chauvinisme **.
|| ?Yes or no?
* — "discussions in common".
** — "condemnation" of social-chauvinism.

(??), and parties entering the 3rd International.
(12) "Active sympathy"... (Less sympathy, more action!) and to remain "solidaire" (etroitement)* with the proletarians of England and America.
(13) To convene a "preliminary conference" of delegates of parties standing on the ground of "traditional principles of socialism" for negotiations with the III International
Results + 4 lines ^43 of which 8 are clear, precise, practical, essential.
The rest are evasions.
