LETTER TO THE MEMBERS OF THE CC RCP(b)

To the Members of the Central Committee of the RCP

I propose to consider and at the plenum on October 8 to assign the task of a report at the Congress of Soviets on December 20, 1920, on the second item of the agenda: "Main Tasks for the Restoration of the National Economy" to the Chairman of GOELRO (State Commission for the Electrification of Russia), G. M. Krzhizhanovsky.

We will achieve real implementation according to the general plan for the restoration of the national economy, which plan is nothing without electrification, and to talk about "main tasks" outside of this plan would be unserious.

For preliminary information, I enclose:
1) A copy of Krzhizhanovsky's memorandum "State of GOELRO's Work."
2) Brochure: "Fundamentals of the Electrification Project of the Northern Region."
   3 copies for Trotsky, Rykov, Bukharin — I can get more tomorrow for the remaining CC members; let them contact room 3 on the 3rd floor if they want to receive them.
3) Some electrification maps.
4) Proofs of the article: "Electrification Plan
   of the Volga Region."
   1 copy for Comrade Trotsky for transfer to Comrade Rykov,
   and then to the other CC members.
5) Styunkeľ's Theses.
6) Krug's Theses.
7) General inventory of GOELRO materials (over 200 works).

From the sum of these documents it is clear that we can fully (by timely correcting Krzhizhanovsky's theses and report plan and directing him on behalf of the Central Committee) obtain at the Congress of Soviets exactly what the party and the country need: a businesslike and at the same time broadly and fascinatingly presented work plan, a report on the "Main Tasks for the Restoration of the National Economy."
