The landlords and capitalists, whom the workers and peasants of Russia have overthrown, have imposed upon us a two-year civil war with the assistance of capitalists throughout the world.

We are bringing this war to a victorious conclusion.

We have already won the first peace, which has demonstrated the superiority of our international policy over the policy of the united capitalists of all countries. These capitalists did everything in their power to prevent the conclusion of peace between Estonia and us. We have defeated them. We have concluded peace with Estonia—the first peace, which will be followed by others, opening up for us the possibility of trade exchange with Europe and America.

The bloody war which the exploiters have imposed upon us, we are bringing to a victorious conclusion. In two years we have learned to win—and we have won.

Now comes the turn of the bloodless war.

Forward to victory on the front of the bloodless war against hunger and cold, against typhus and ruin, against darkness and devastation!

This bloodless war has been imposed upon us by the ruin caused by the four-year imperialist war and the two-year civil war. In order to overcome want and destitution, hunger and calamities brought about by these wars, we must firmly remember, thoroughly grasp, and by all means put into practice everywhere the rule:

**If war, then in warlike fashion.**

The workers and peasants have managed to create the Red Army—without the landlord and capitalist, against the landlord and capitalist; they have managed to defeat the exploiters.

The workers and peasants will manage to create Red armies of peaceful labor—they will manage to win for themselves new happiness by restoring agriculture and industry.

The first and fundamental step toward this is the immediate restoration of transport, carried out by all means with revolutionary energy, with military decisiveness, cohesion, speed, and utter dedication.

All to work, comrades!

Let us prove that in the sphere of peaceful labor we shall be able to display even greater miracles of heroism and victory than in the sphere of war against the exploiters!
