[1920, October 13 or 14]

Having discussed the reports and communications made at the meeting of the Politburo of the Central Committee [with representatives of a number of Eastern nationalities] by 27 delegates to the Baku Congress of the Peoples of the East on October 13, 1920, the Politburo of the Central Committee resolved:

1.  To intensify the work of the Council of Nationalities under the People's Commissariat for Nationalities and to present a report on this work at the *nearest* meeting. To appoint a most stringent investigation into the abuses and violence committed by the local Russian population against the Eastern nationalities (in particular, the Kalmyks, Buryat-Mongols, *etc.*), and to subject the culprits to punishment.
3.  To issue a manifesto on behalf of the highest Soviet power which would confirm the foundations of the national policy of the RSFSR and establish more effective control over its complete implementation.
4.  To recognise as necessary [the creation of autonomous republics or regional *institutions*] the implementation of autonomy, in forms corresponding to the specific conditions, for those Eastern nationalities which do not yet have [typical] autonomous institutions; primarily for the Kalmyks and Buryat-Mongols, entrusting the People's Commissariat for Nationalities with the *immediate* preparation of the corresponding draft laws.
5.  Regarding the agrarian question, to recognise as necessary the return of lands to the highlanders of the North Caucasus, taken from them by the Great-Russians, at the expense of the kulak part of the Cossack population, and to instruct the Council of People's Commissars to immediately prepare corresponding resolutions.
6.  To elaborate instructions for all plenipotentiaries of the Central Committee and the central Soviet government, sent from Moscow *to regions* inhabited by Eastern nationalities. In these instructions, the main focus should be placed on explaining the duty of the plenipotentiaries to act only through local bodies consisting of representatives of the working local population, and to consider their main task to be the struggle against bourgeois and pseudo-communist groups of the local population, alongside supporting genuinely communist groups and elements.
