DRAFT RESOLUTION OF THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(b)

To instruct the People's Commissariat of Food, as a most important political and economic task, to supply Baku obligatorily and punctually with provisions at 100% of the norm.
To soften the food policy in Azerbaijan, namely: from peasants in Azerbaijan, outside Mugan, not to take grain at all, and in Mugan, to take it *extremely* cautiously.
Immediately oblige Frumkin to report precisely twice a month to the Central Committee and to the Council of Defence on the unfailing and strictest implementation of these directives in practice.
To adopt a maximally conciliatory policy towards Georgia, Armenia, Turkey, and Persia, i.e., one directed most of all towards avoiding war.
Not to set as a goal a campaign against either Georgia, Armenia, or Persia.
To recognize as the main task the protection of Azerbaijan and firm possession of the entire Caspian Sea.
For this purpose, to strengthen and accelerate by all means the transfer of no less than 7 divisions to Azerbaijan.
To strengthen by all means propaganda, agitation, the development of Committees of Poor Peasants, and generally Soviet construction in Azerbaijan, entrusting for this purpose Comrade Stalin through the Organizational Bureau to extract from everywhere the maximum number of Muslim communists for work in Azerbaijan.
To instruct the People's Commissariat of Transport and VSP-2 to find ways to transport no less than 8 echelons of troops daily to Baku, without weakening the supply of provisions to Russia.
