1. To issue, no later than two days hence, a printed statement
on the Control Commission, very comprehensive and solemn.
To assign Bukharin and Dzerzhinsky.
2. To ask Dzerzhinsky and Preobrazhensky to work
no less than 3 hours a day in the Control Commission, so as
to truly make it a genuine organ of party and proletarian
conscience.
3. To immediately begin the Discussion Leaflet, to pay
special attention to it, to specifically assign Bukharin and
Preobrazhensky.
4. As a special task for the Control Commission, to recommend
a carefully individualized approach, often even a direct kind of treatment, towards representatives
of the so-called opposition who have suffered a psychological
crisis due to failures in their Soviet or party career. We must try to reassure them, explain
the matter to them comradely, find them (without dictating)
work suitable to their psychological peculiarities, give
advice and instructions on this point to the
Orgburo of the Central Committee, etc.
