To instruct the People's Commissariat of Foreign Affairs to pursue a policy of the utmost restraint and distrust towards the Azerbaijani government, given that it refused our proposal for joint military actions against Denikin and is rendering services to the British military forces operating against us in the Caspian Sea. Emphasizing with full certainty our steadfast recognition [of the right] of the working masses of every nation to self-determination, the People's Commissariat of Foreign Affairs must resolutely protest against such behavior by the Azerbaijani government.
