Create the position of Assistant People's Commissar in the People's Commissariat of Education, concentrating all administration entirely in the hands of the Assistant People's Commissar.
3. Recognize the general reorganization of the People's Commissariat of Education as necessary, but prepare it more thoroughly, in particular, by discussing it at a series of meetings in connection with the Congress of Soviets. There, also discuss and precisely establish the distribution of functions between the central and local bodies of the People's Commissariat of Education.
4. Recognize in principle the necessity of merging second-stage schools (or their higher grades) with vocational-technical education, under two indispensable conditions: 1) compulsory expansion of general education and communism subjects in vocational-technical schools; 2) immediate and actual provision for the transition to polytechnic education, utilizing for this purpose every electric power station and every suitable factory.
Postpone the implementation of this transformation until the general reorganization.
5. Appoint Comrade Litkens as Assistant People's Commissar, obliging him to dedicate no less than half of his working time to Glavpolitprosvet until Glavpolitprosvet is sufficiently supplied with workers.
6 . Instruct the Org Bureau: to accelerate the supply of workers to Glavpolitprosvet and, without fail, ensure it is fully provided for in this regard.
