The awarding of bonuses to individual householders must be
Firstly, placed in the background compared to the awarding of bonuses to entire collectives and societies in general.
Secondly, to award bonuses and generally remunerate individual householders only under the strictest observance of the condition that individual farms have achieved economic success without the slightest application of kulak methods.
Thirdly, that individual householders be awarded distinctions, articles of personal consumption, household goods, etc.; means of production may be awarded to individual householders only under the indispensable condition that such means of production be issued as bonuses only on such terms that these means of production cannot be used as a tool for turning the owner into a kulak 1.

The points concerning the awarding of bonuses to individual householders were adopted by the plenum of the Central Committee on December 27, 1920, and were included in the resolution of the VIII All-Russian Congress of Soviets "On Measures for the Strengthening and Development of Peasant Agriculture."
